What Is a Custom Fiber Build?
A custom fiber build is a project to install new fiber infrastructure to a location that does not currently have fiber service. The build covers route engineering, permitting, right-of-way negotiation, outside plant construction, splicing, and connection to the existing network. The result is lit fiber service to a building, campus, tower, or other defined endpoint.
Off-net is the industry term for a location outside the existing fiber footprint. When a customer needs fiber to an off-net location, the options are limited. Lease alternative connectivity (often with lower capacity, less control, or less reliable), wait for fiber to arrive (timing uncontrolled), or commission a custom build to extend fiber to the location.
Custom builds make sense for new buildings, expanded enterprise operations, hyperscale campus deployments, carrier extensions to customer locations, and any scenario where the customer needs dedicated fiber infrastructure rather than alternative connectivity. Builds are typically multi-year infrastructure investments. The fiber added to the network during the build becomes part of KFN’s regional backbone for ongoing use.
Once lit fiber is operational, customers add the connectivity service that fits the use case: Dedicated Internet Access, Ethernet, Wavelength, or Dark Fiber

How Does the Custom Fiber Build Process Work?
A custom fiber build typically follows five phases: scoping, route engineering and design, permitting and right-of-way, outside plant construction, and splicing and activation. Each phase has defined deliverables, milestones, and a project manager. KFN provides a complete timeline upfront and tracks progress through milestone reviews. Build scope and schedule are confirmed before construction begins.
Phase 1
Scoping
The customer shares the build location, capacity requirement, and timing. KFN’s engineering team reviews network reach, identifies the build path, and defines scope, schedule, and pricing. Phase 1 ends with a scoped proposal the customer can evaluate against project planning, capital allocation, and competing alternatives.
Phase 2
Route Engineering and Design
KFN engineers design the build path, complete the splice and conduit plan, and analyze right-of-way requirements. Coordination with municipalities and other infrastructure owners begins here. Phase 2 ends with a detailed engineering package and the documentation needed for permitting.
Phase 3
Permitting and Right-of-Way
Municipal, state, and county permits are filed and tracked. Easement negotiation occurs where required. Coordination with utilities and other infrastructure owners is completed. Phase 3 timing depends heavily on jurisdiction and complexity. Phase 3 ends with all permits in hand and right-of-way authorized for construction.
Phase 4
Outside Plant Construction
Conduit placement, fiber pulling, vault installation, and other outside plant work proceeds on the documented route. KFN project management oversight runs throughout the construction phase. Phase 4 ends with fiber installed end to end, ready for splicing.
Phase 5
Splicing and Activation
Fiber is spliced at endpoints and along the route, connected to KFN’s existing backbone, tested, and commissioned. The customer receives lit fiber service. Phase 5 ends with the activation of the connectivity service the customer ordered (Internet, Ethernet, Wavelength, or Dark Fiber) on the new fiber.

Custom builds are paired with the connectivity service the customer needs once fiber is lit. Internet (DIA) for dedicated internet access, Ethernet for site-to-site connectivity, Wavelength for high-bandwidth point-to-point, and Dark Fiber for full optical layer control.

Custom fiber build engagements at KFN typically fall into three patterns. Enterprises building to a new or expanded location, carriers extending fiber to a customer’s site, and hyperscalers building campus-scale infrastructure for new data center deployments. Each engagement follows the same five-phase build process with different scope, scale, and timing.

Enterprise Off-Net Build to a New or Expanded Site
For multi-location enterprises adding a new site or expanding existing operations to a building outside KFN’s current fiber footprint. Scope typically covers a single building or campus with bandwidth requirements scaled to enterprise needs. Often combined with Internet (DIA) or Ethernet at the new site once fiber is lit. Engagements run through KFN’s enterprise sales engineering team.

Carrier Extension to a Customer Location
For carriers and ISPs that need fiber to a customer’s location in Kansas or Missouri where the carrier does not have existing fiber. KFN extends to the building under a custom build engagement, often combined with Ethernet, Wavelength, or Dark Fiber on the new fiber. Routed through KFN’s wholesale team rather than the standard enterprise sales process.
